This study uses a practice-based participatory approach to identify and test policy and administrative mechanisms to improve public health services delivery. Local public health agencies are using policy and administrative mechanisms to improve the cost effectiveness and efficiency of public health agency services to control sexually transmitted infections (STI).  The comparative effects of Florida local health agency initiatives will be presented.
