The Affordable Care Act and IRS regulations created new requirements for non-profit hospitals to direct their community benefit investments into community health improvement plans and population health activities. This requirement and other drivers in the public health systems, such as national voluntary accreditation, have increased focus on these investments and on the partnerships between hospitals and their local public health systems. This presentation describes analysis of three large datasets–IRS 990, AHA, and PARTNER data–to identify factors that contribute to the existence and effectiveness of collaborations for health between the hospital and public health sectors.
