The Collaborating Research Center at Indiana University, brings together experts from a health system, a public health agency, social and community services, an informatics leader, and a school of public health, to address the Systems for Action Research Agenda Priority Area #1; investigating the implementation and impact of strategies designed to achieve alignment, collaboration, and synergy across delivery and financing systems.

Utilizing analytic tools, the Signature Research Study (SRS) of the Indiana University Richard M. Fairbanks School of Public Health Collaborating Research Center will examine the impact of integrated social, behavioral, and medical services on the health of an urban safety-net population. By employing this novel combination and application of clinical, public health, and socio-economic contextual data for decision-making, the research study (OR “the researchers contend this study”) will provide rigorous, translatable evidence on the value and impact of system-level innovations. 

Specifically, the SRS will determine the impact of integrated service delivery on health outcomes in a retrospective, longitudinal patient population attributed to Federally Qualified Health Centers (FQHC). Leveraging the Center’s expertise in Delivery and Financing Systems and Quasi-Experimental Methods, the impact of integrated services on quality and cost will be determined using a difference-in-differences modeling strategy in a 12-year panel of FQHC patients. Addressing the Systems for Action Research Agenda Priority Area #3; investigating the effectiveness and efficiency of information and decision support strategies in achieving alignment, collaboration, and synergy across delivery and financing system; the SRS will also test the impact of an innovative decision support package that includes population, social determinants, and public health data in identifying and linking patients to needed services through a pragmatic cluster randomized trial. Additionally, qualitative methods will be utilized to identify the benefits and challenges of public health participation in case conferences, by bringing representatives of health, behavioral health, social services, and public health together for cross-sector collaboration and learning.

The Center’s primary research focus on “Innovative Mechanism for Cross-Sector Alignment and Improvement” also supports the Systems for Action Research Agenda focus on equity by focusing on an urban, multi-morbid, safety net population. Building upon longstanding, multidisciplinary and successful collaborations, the Indiana University Collaborating Research Center will provide rigorous, translatable evidence about the value of integrated approaches to health and how the resources and perspectives of public health organizations can contribute to efforts of the health care and social and community services systems.
